It is only technically true that Hammersmith Council is the owner of the Bridge. Hammersmith became involuntary owners of the Bridge in 1985, when the government abolished the GLC (Greater London Council). There is no record of a condition audit taking place at the time, and no maintenance arrangement accompanied the gift, which was perhaps a mistake.  These problems are common to all London bridges: something new is "sexy". Maintenance is not.
